Is this rude of his stepdad?

Well, by boyfriend's mom passed away months ago and he wants some of her belongings. He wanted one particular item but his stepdad(well maybe not anymore) told my boyfriend he would have to pay for it because he was going to sell it. So he has to buy his mom's stuff? This seems so insensitive to me and I was wondering if you all felt the same.
