I have a crush on this guy....?

my EX bestfriend just dumped him. i liked him first but didnt wanna tell him because we agreed he was off limits. she obviously didnt listen....anyway...i wanna let him know im here for him and stuff. i dont wanna come on too strong because im not insensitive and iknow they JUST broke up. what should i say? and how long should i wait?
